Fix issue with load order in non-English languages

Fixes a problem with xtx conversion. Added settings file on first run. GUI is WIP.

Removed all the Python Dependancies using PyInstaller, and editing xtx_extract so that I can call into it directly without using 'py'

This release includes a beta sound conversion for xwm & wav. The script will detect 'fuz' files but say it failed to convert them.

Added several improvements

• actually included the xtx-extractor in this release
• progress indicators
• attempts to reconcile hkx files if provided with oldrim mods
• attempts to fix plugin-paths in bsa files

This is just the whole repository zipped up (including it's submodules) for those who don't have or know how to use git.
