Upgrade GAE server to python3. GAE python will stop support python27 after 30 Jan 2024.

GAE从2024年1月30日开始不再支持python2.7. 本次升级GAE服务端代码到 python3. 协议保持兼容，因此老的appid和新部署的appid可以混用。
