RHEL6 STIG Versions Save

Update to V1R19 and make various task fixes.

• V-38477: corrected rule title (#116)
• Remove tag V-38492 from control V-38577 (#118)
• Tag mismatch on 1 of the 2 tasks for V-38592 (#117)
• V-38572 requires eight chars be changed between old and new passwords
• V-38658 requires using pam_pwhistory.so to check last five passwords
• ignore comments in /etc/rsyslog*
• preserve whitespace when removing "nullok"
• work around symlink issue with upstream "replace" module …
• auditd: fails to start if admin_space_left not less than space_left …
• only set policy for ipv6 when ipv6 actually required
• dangerous regexp whitespace error, only match space/tab (#127)

• Update STIG to V1R16
• Add vagrant testing

• STIG checks updated to V1 R15 of the baseline.
• Audit tasks removed and remediation tasks refactored.
