Redtail Versions Save

1. Added Stereo DNN models and inference library.
2. Migrated to JetPack 3.2.
3. Added support for INT8 inference.

Added several features like Redtail simulation Docker image, APM Rover sample and few other things.

This is the initial release of NVIDIA Redtail project.
