PyTorch CIFAR10 Versions Save

Add model.eval()

• Update for new a version of PyTorch and PyTorch Lightning
• Reduce VGG model size
• Provide detail WandB report

Using cosine annealing improve all models' accuracy about 1% to 2%

• Code is now re-producible
• Simplier interface

Work pretty well. Has enough models for general use.
