Getting back on track with PyPI releases and versioning.

• Added wheel to dev dependencies
• Added script for publishing to PyPI

This release is us getting "back to good" and working to ensure alignment between the repository and the build that is pushed to PyPI.

From here on out, the repo will use a -dev suffix.
