Protobuild Versions Save

This is the first versioned release of Protobuild. In the past we've used a rolling release model, where we recommended that users download Protobuild from version available in this repository, at whatever master was pointing at. However, this made it difficult to tell how old a version of Protobuild was when running it, so we've decided to add version numbers to official releases and instead recommend that users download a stable release.

Please note that because we guarantee forward compatibility, we won't have separate release lines operating in parallel - if you're experiencing an issue that's fixed in a later version, you can safely upgrade to the latest version knowing that it is compatible with your existing project setup.

• This is the first stable release of Protobuild that has a version number.
• The last rolling release introduced compatibility with NuGet Gallery 4.1.0. The NuGet team introduced a breaking change with the NuGet protocol, and this necessitated modifications to Protobuild. If you're attempting to push packages with Protobuild, you should upgrade to this version.
• The --help option got an overhaul, with extended descriptions now moved to --help-detailed.
