Quick bugfix release for #38 as it's likely making it so things don't work for people right away. Plus #35, a nice little improvement for not creating empty files. Thanks @darrenwiens for both contributions!

And another extremely minor fix. Yeah my first python project! Probably not best practices to push out new pypi releases every 10 minutes with each new error I find. But it keeps feeling there, then I discover a minor bug.

Fixed so the CLI can do its real commands, not just help messages.

Cleaned up CLI, updated readme, hopefully getting versions right.
