nuPlan v1.2 Devkit

• The nuPlan sensor data has been released!
• Improved feature caching.
• Improved nuBoard dashboard functionality.
• Changed dataset file structure.
• Data interfaces now allow retrieval of sensor data.
• Pinned several packages including hydra, numpy and sqlalchemy.

The official nuplan-devkit-v1.1 release AKA the challenge release.

Getting started with the challenge

• Sign up and download the dataset from https://www.nuscenes.org/nuplan.
• Clone the devkit. Feel free to ask any questions by raising an issue on our GitHub: https://github.com/motional/nuplan-devkit
