Node Jose Tools Versions Save

Due to some error, npmjs needs a version bump

• superagent at 8.1.2
• marked-terminal at 6.1.0

also updated linting and testing

This release adds no new functions.

• Use the latest node-jose version.
• Update all dependencies versions without security problems.
• Dropped support for old Node JS versions. Only Node 16, 18 and 19 are actively tested.
• Changed code base to use ESM module logic.
• Updated the development toolchain to meet the latest versions and practices.
