Added an autoheal container to manage when the neo-scan container fails and needs restarting.

neo-python released a new version and this should be pushed out to neo-local users ASAP, and not get stuck on develop.

Create a hotfix release so that the new version of neo-python can be used.

• Added a CONTRIBUTING.md file due to the change to Git Flow.
• Updated the Github PR template due to Git Flow as well.
• Added a CODEOWNERS file.
• Updated the Github issue templates.
• Added the neo-local status CLI command.
• Fixed feature branch CI builds.
• Only run checks to see if a version bump has occurred on release branches.
