Updated Debian in dockerfile from 12-buster to 16-bullseye

• Fees are now configurable via config.js
• partnerid via api is not checked anymore
• it is now possible to configure on which interface LndHub listens (default 0.0.0.0)
• force restart on lnd failure (should help when something went wrong on your node)

there should be no breaking changes
