Fix default config encoding error

Added ARM and ARM64 architecture support. Supports modify GDI+ font. There's a bug with the default config file. I will fix it soon.

Behavior changes since v2.1:

  • FontMod will load "self name" DLL in system directory. For example: if you rename FontMod.dll to example.dll, then it will try to load example.dll in system directory (mostly is C:\Windows\System32).
  • FontMod will sliently continue if a function failed to load. For example: d3d9.dll's Direct3D9EnableMaximizedWindowedModeShim is not exist before Windows 8. If a program uses such function in Windows 7, it will crash at runtime.
