Key changes for the release:

1. ECOM-7023 Fix bugs on total program price calculation
2. Publisher changes

This release includes squashed migrations. If you have an existing installation, you should pull this tag and run migrations. Failure to do so may cause problems when we eventually delete the old migration files.

In this release, we have the following changes:

ECOM-6105 - Increase the default facet field limit from 100 to 10000 ECOM-5729 - Exclude deleted programs from course and course_run api
