Library updates:

• bookkeeper to 4.16.1
• zookeeper to 3.8.1
• netty to 4.1.92.Final

• Update BookKeeper to 4.14 and enable the use of BookieID (https://github.com/diennea/blobit/pull/46)
• Update dependencies to latest and greatest version, in particular ZooKeeper, BookKeeper and HerdDB

Fix race condition on handling ledgers that become empty but still open for writing

• Update All dependencies to latest and greatest version, especially BooKeeper to 4.10
• Tag ledger metadata with proper "application" tags
• Refactor Named Blob API, add "overwrite" and "append" features
• Enhance CLI to support Named Blob API

Upgrade BookKeeper to 4.9.0 New Experimental BlobIt CLI Change defaults in order to integrate better with existing BookKeeper clusters
