Misc fixes.

PHP-proxy no longer depends on Symfony's event dispatcher library.

The only change was replacing my own parseQuery function with PHP's parse_str because it wasn't parsing some query string properly.

Added

• New BlockListPlugin that supports blocking of requests based on either IP address or URL.
• New helper function "re_match" that can be used in place of strpos when wildcard match is needed.

This version finally no longer depends on Symfony's Event::getName() method.

This version no longer depends on mbstring extension.

Removed version from composer.json

Much lighter version of php-proxy due to the fact that most plugins are now located in this package: https://github.com/Athlon1600/php-proxy-plugin-bundle
