Fix for #224
This is quick fix for #224 Windows release only
This fixes several reported issue: #203 #202 #199 #201
x265 was compiled under Ryzen Gen 3 Processor, likely run very poor on non-Ryzen system, you can compile own x265 for maximum performance or use 3rd party build like:
For Ryzen users, you can continue use.
All binary that ship with IFME was static build, no longer require some DLL, it should run many computers.
IFME will using en-GB culture for decimal place, number format, as World Standard.

Various GUI bug has been fixed!
IFME x264 version is not static/portable, even tho I tried to compile as static by using msys2, this command not working in msys2!!!
./configure --extra-cflags="-march=znver2" --enable-static
However, I using http://x264.nl/ but not great for newer gen CPU
This is latest and newest version that work in my PC.
This is for Windows, for Linux, please compile your own Plugins folder binary.
This is not production ready, please encode and check output quality.
This release many missing feature.
This release only English for now.
at this point, all old issue will be closed and lock, please use this to issue an bug, previous version 7.7 consider outdated, never maintained.
SVP no longer free, however, I do keep old working version that works well.
This installer is self-signed, please install ca_cc.crt into root certificate in order to avoid Unknown Publisher
