Libmesh Versions Save

This is a bugfix release that backports the change discussed in #1754, #1755.

The main purpose of this release is to backport the bundled NetCDF 4.3.1 -> 4.4.1.1 update to the 1.2.0 release, plus fix a few other minor bugs/issues that have popped up in the meantime.

An API compatibility release - adds more FEMContext accessor() functions, to give newer apps more backwards compatibility with released libMesh versions.
