Model Improvements

Change log entries can now reference a specific child element. This is then rendered as a link in the ui #6693
- This allows for better reporting of data changes in Waltz (i.e. group membership changes over time)
Measurable Ratings now have their own ID. This allows them to become first class citizens #6728
- We will adding an (optional) job to Waltz to shred cost allocations to the cost table using this id as a reference in a future release
Datatypes can be associated with measurables, allowing us to formally link data types to things like capabilities. #6706
